My guess would be red turf algae,
Its growth looks just like green turf and man.... hard to remove once it takes hold if rocks have to remain in the tank. An urchin will eat it if that helps.

First of all, good pic. Most ID threads start with a terrible pic, making it impossible to ID.
I'm pretty sure that's Grasialria, in turf form. I had this in my previous tank. Like Oldreeferman said, it is near impossible to remove, without removing all rock it is growing on. Foxface or other rabbitfish will keep it pruned down.
